Why do miner disciples in black and white 2 ignore ore rocks?

My current ore is 112000~

My disciple miners are refusing to mine ore rocks that are directly in front of them.

I make a disciple mineworker near an ore rock...

... and he is just "moving to loitering location" instead of mining.

How to make them mine ore rocks that are directly in front of their noses?

Miners should only get ore from mines until it's empty, then they may get the rocks. I usually just grab the rocks and put them in the storehouse myself, since there's usually not very many of them and I find it easier than waiting on the miners to get the ore rocks.
