  I finished land 3 and threw a ton resources into the vortex for land 4.  I went through the vortex and arrived in land 4.  As soon as I landed (before most of the scripted events took place), I sent my creature to the Japanese village necessary to stop the fireballs from bombarding my village... which he quickly captured.  I clicked on the first guardian stone puzzle once the scroll appeared and it automatically failed my attempt and told me to click on the scroll again to retry.  I am now unable to click on the scroll no matter what... it is there, I have influence there (from capturing the nearby village) but I cannot actually activate the scroll again.  The magic hand says activate but does nothing when I click on the scroll.

  Also, this may be related to the issue above... the vortex does not appear to be closing or disappearing.  My temple has been completed (worshippers are worshipping), the workshop has been completed and I have built a grain/wood storehouse already.  There doesn't appear to be anything else coming through the vortex anymore, it just won't close.  Perhaps this is what is preventing me from completing the first guardian stone scroll challenge.

  Anyone have any clue what is going on?  Is there something I need to do other than what I have already done in order to reactivate the scroll challenge?  What about getting the vortex to close?  Any help would be greatly appreciated.  Otherwise I may need to restore a previous game before entering the vortex and start over on Land 4 (which I am trying to avoid).

I only get the vortex issue when I put so many resources through that they are still coming out when my temple is complete; If this happens, the vortex stays forever, but only affects things aesthetically. I have never had an issue clicking story scrolls because of this. So I can't help with your main problem.
 
This is all guess-work, but as the quest is tied to a scripted event, I can see a number of ways your problem may have been caused.

First off, have the fireballs, etc. started coming down on your village or are they not happening too.

My theory is that is twofold:
1. [Closed Vortex]+[Completed Temple]=[Fireballs from Sky]
2. [Fireballs from Sky]+[Captured Japanese village]=[Successfully working quest scroll]

I imagine there is probably a bug in the quest script whereby if things haven't occurred in that kind of order, then the quest scroll won't work properly.  It's all scripted.

And scripts (like all programs) can be fragile things.  They're only as smart as they are programmed to be.  So if you manage to do something the script writer didn't think would happen when he/she was writing it (e.g. taking over the Japanese village before the Vortex closes or the Fireballs start), then it may just break in the way you described.

Like I said, this is all guess-work, but it does make sense.  Unfortunately, if I'm right, I don't see much choice other than reloading a save from land 3 and not putting so much in the vortex next time.

Before you try that though, can I ask if you've quit the game and gone back in?  It may do nothing, or it might just reset enough things on the land to get the scroll working again.

But, be warned I have only been to land 4 once and only beat the Ogre and took the Japanese village.
I don't think you can do any scrolls before the gold scroll behind your temple is clicked.
For me though, it auto started.
If that doesn't fix it, then you could try fighting the Ogre before do the Bell Puzzle.
Or did you plan on getting the Wolf or Tortoise and then fight him?  ???
But, if these don't work then I'll have to agree with fenton_pat.

  I ended up restoring a pre takeover the Japanese village save game and was able to successfully complete the scroll to get rid of the fireballs.  The vortex is still there and open... I have no idea how to get it to close or even if there is a way to force it to close.  I did try quitting and reopening the game as I have also noticed that sometimes that sets things right that seem to be off.  No such luck... no matter what I tried I could not click on the scroll.

  Thankfully now I've moved on and finished all the stone quests.  Unfortunately Sleg and friends still seem to be looming about even after I defeated them (no more lightening).  Ahhh, the beauty of strict scripting. :(
 
I believe the smaller Ogres that stay don't actually pose a threat anymore once Sleg is defeated. They should flee your creature if he approaches them, but as far as I know they always regroup in the foggy area.
 
Killing the goblins turns them into dead humans and gets a humourous message from Whitey. Do eet.
