I don't know about any restrictions on Land 3. Civic building should be available if you have the proper number of scaffolds and there is a desire for civic buildings. Like if homes are needed, you probably won't get the option to build civic buildings.
If demand is civic building, you get to build a civic building.
You need atleast THREE scafholds combined to build a civic building.
You need enough ROOM to build a civic building.
You can only have ONE of each type, unless - Your graveyard is full, or you're building a workshop.
Also, I've found that if I have two graveyards, one new, and about thirteen workshops, and there is still a desire for civic buildings, wonders make the desire go down a lot.
What I find about village needs (especially big villages) is that it becomes a balancing act.
Basically, they'll always complain about having a certain need, but it works in order of priority with buildings being the big desire near the start of a land.
So once you've got that sorted out, you'll always either have the flag for food, population or health going up. You bring one down and another one comes up at the proportionately same time. So trying to get all flags down iss probably an overly ambitious goal.
With all that said, civic buildings should be an easy enough one to fix. The trick is in knowning the unwritten rules on it:
You will need at least one of every type of civic building. This is about the easiest one to handle.
Workshops aren't overly important once you have one. You only need more to meet your own building needs. The villagers don't really care.
If the flag still goes up, it means either one of you civics buildings are damaged or full, e.g. the graveyard, so they'll ask for another. This should be rare enough though.
