creature skinning help?

hey guys.. so i tried to make my first creature skin edit after getting a new tablet.. well, i just changed the hue and stuff but still lol. i have it saved in the right format and everything, a 32 bit .tga file, not compressed.. and i tried dragging it into the b&w skin utility to turn it back into an l3d but it stops working has anyone made any skins lately that can help..? i have windows 8.1 so i have a feeling thats whats causing the problem but idk what to do about it :/ any help is much appreciated
