Create_Weather_Climate and such (BW1)

Does anyone know how these work?  I used to have either a FAQ or an editor with a built-in version of it that worked, but now I can't find any reference of it (besides the time when no one outside of Lionhead knew how to work it)

... Yeah.  Might be the wrong forum, I dunno.

Edit: Nevermind.  Did some googling on the name of this one map editor and I found this:
