In http://teddyb.org/~rlpowell/hobbies/software/bw2/ you'll find what I've gotten working so for on my skirmish hack. It's a bunch of hex-edited files for the games' built-in lands, plus a land of my own.
The hex-edited files (except for Land9.chl, IIRC) will all send you to my skirmish hack land (which is horrible, I know) as long as you don't use the land skip dialogue on the first 3 lands; I haven't found a way to hack that.
Your god information appears to transfer perfectly.
The problem is with creature information.
If you go to my skirmish hack land with a creature from the main campaign, it will work just fine if you go into the main campaign Land 4 (the big statue, first in the row), but it won't work anywhere else. Or at least, I can't make it work. This includes TotC Land 3, which *should* be able to load a creature just fine.
I'm kind of at the end of my rope, but if someone can figure out how to make creature loading work through my skirmish hack, I think we may have a workable-ish skirmish mode...
