Ridiculous Sky-Scrapers

The Sky Scrapers in Black and White 2 kind of annoy me. A stack of 10 is fine, but it goes up to a stack of 50! That's just not... There's no way... That's insane! It's also kind of an eye sore, if you build it up all the way. Yeah I know, no one's forcing me to do it.

Anyway is there a way to limit the Sky Scraper stack size, to say 10 or 15? I would like to edit the sky scraper so that each floor houses more people, and so that there are less potential floors.

Editing the number each floor holds is in one of the balance files. I don't know about the limit though.

I'd like to double the amount each floor holds and limit the height to 5.
