People standing still?

So after my city reaches a certain size, for some reason about 65% of the poulation just stand still  can this be solved?    :help :help :help
 
That seem very odd to me :l
And how did you come up with 65% anyway?

This could be a problem with the programing of lionhead.
Was this happening before or did it just start?

It happens on sanbox maps i download-do you think its the maps? but it only happens when my population reaches about 1000 :help
 
I think this could be a problem with your memory card. But I am not sure
If it is your memory card there are a few ways to fix it. sadly they would take a lot of work.

1. get a new memory card
2. uninstall then reinstall windows or mac
    then reinstall B&W 2

No need to reinstall usually.
Villagers tend to just stand around if they have nothing to do. Find them work or give more entertainment venues.
If they are disciples then shake them off to make them normal again.
 
It is a Greek tribe, right? If it isn't, then it's probably because they don't have animations for civic buildings that weren't originally in the game for the tribe you're using. If it is a Greek tribe, then it's probably something to do with the city size.
