They look like the ghost soldiers in the norse land that you can get. But alive ^^.
 
actually, theyre the norse archers. you only get to see them if, on the first norse land, you drag out the conflict for ages and then attack the enemy city. then, after a while, they should start recruiting some archers. but it rarely happens.
