editing lug files

i read over at http://www.bwfiles.com/boards/index.php?topic=4197.0  (yes it is an old topic from 2007 so i am not replying there rather posting new).

that you can extract the contents of the lug files and i got that program dragon unpacker.

and from that topic there is not a packer (possibly not free or it is part of some other bigger program like sound forge or level editor?)

does anyone know if the lug packer is part of another commercial software and what it would be?

i would like to replace the individual files in one of the lug files with some of my own sounds.

   I looked at this in the past. It looks to be fairly easy to unpack the files, and possibly pack it.

   I don't have much programming experience, so anything I'd write will probably only work in a console window and have a poor interface... I'm finishing up a stage of another project, and I'll look at this after it is done.
